Advanced service management / help desk software needed

Are there any Help Desk / Service Management tracking software that will allow an offline technician to open a ticket, then sync that newly created ticket with the database when able to get back online in the office? Also, would that software have the ability to capture signature using a tablet PC interface and write that info into the database?

We are in a situation where we have a support contract several state agencies. We have standard help desk software (Trackit) for our other locations, but this situation is unique. Obviously the most basic need of the software would be the ability to create and close tickets. But we also need the ability to perform the following steps

? Create a new ticket (both offline and online),
? fill out the basic ticket info,
? somehow have a form that appears as an invoice/work order with the basic ticket info populated,
? allow the requestor to sign invoice/work order using a Tablet PC,
? capture that form and update the ticket/database with any new or updated info (including the signature) when updating ticket (online instantaneous, offline must be able to sync somehow)

I have been is search of a commercial package (budget < $5000), but have come up empty. Does any one know of any? The sticking points seem to be the offline ticket creation capability and the automatic work order signature capture. If there aren?t any, what do you think a custom solution would run? There would only be a maximum of 3 technicians under the license.
