ADSL network lag

My ISP isn't great, but due to where I am, I have to just accept them. Recently, about a month ago, I occasionally get high latency. Whenever this occurs, I find that pinging the server I'm connected to yields wildly high latency values (sometimes as high as 700+ms for a single hop). This also causes my rated ADSL line speed to only go at 5-20% of its rated peak.

This would suggest it is a problem with the network itself. However, I would like to know what i can do to check that it is not a problem on my end. Also, what does resetting a port do? I have heard it mentioned by the operator, but I can't say that its helped my problem but I am curious if it has any purpose.
