to find out what the term "up to" really means

getting an average speed of 2.7Mbps (6.7 peak and 0.09 min) on a 8Mbps connection is a joke. Ok the ads dont say you will get 8Mbps, they say you could get up to 8Mbps, but IMO 2.7Mbps average speed is not what i call "up to"
yes our broadband services suck just like yours do.
interestingly they seem to have not tested Cable providers. though i think there is only one, Virgin media. (used to be comcast, then Ntl, then they merged with telewest, now virgin are at the helm).
virgin supply cable based internet which, while doesnt necessarily offer the fastest speeds, it does deliver what you pay for and is consistent. (we have 4Mbps cable, which download speed of around 480kb/s confirms is pretty much what we are getting day in day out)
