Ads, main way malware is delivered - Adblock Plus "block" or just "hide" it?

Geekspeak (NPR) recently shared a study that found that legitimate sites have more malware than shady sites like porno sites etc. and the malware is delivered via ads mostly.

Does the Chrome extension Adblock Plus "block" ads or just "hide" them?

I read reports on it and some state it blocks them and others states it just hide them on the page so you do not see them but they are still downloaded.

Anyone know? And if it only "hides" them, is there an extension for Chrome to blocks ads truly to prevent malware from ads?

as far as I know, adblock plus for Firefox actually blocks the ads / URLs and prevents them from even loading.

On Firefox they're blocked. I've heard conflicting accounts on Chrome. I've found when shutting down Chromium and reopening it, I'll see ads on the page until I refresh. that shouldn't happen, and it would indicate it's just hiding ads. This is ABP on Chromium and Debian. I haven't tried other blockers since I don't like Chrome(ium) much.
