adobe premiere 5.5 and exporting files

i am editing an mpg movie with adobe premiere 5.5. when i export it as an avi file, not only does the new version take up more space than the original file, but the quality is worse. what am i doing wrong? i am editing a 320 x 240 video captured movie.

do i have to convert mpg into avi before i edit it? is there a way to save it as mpg from premiere?
