Adobe Acrobate pdf - garbled text?

For some reason, when I load this pdf I was given, most of the text is okay, but the text that was supposed to be in a different font is, in fact, garbled - i.e. it comes out as random english letters, instead of the singhalese language font that it was written with.

The thing is, I thought the whole damn point of PDF's were to provide a universally viewable document with all encoding and fonts embedded into the file, so that no matter who opened it, it would look the same. What the hell?

Anyone have any advice? The author said he used adobe acrobat 4, but I'm viewing with acrobat 5 and 6, and both show the same thing.
 
Make sure you have updated your adobe version. i was having the same problem here at work and as soon as i went through the help and updated my patches it allowed me to view all the text correctly.
