Adobe Acrobat error message when opening

Why do I get the following error message when I open a certain link on the Virginia Department of Taxation website. I also get this same message at certain other websites, etc.

The message is:

One or more Adobe PDF Extensions are disabled. This may impact how PDFs are displayed in Internet Explorer. Please go to Manage Add-ons in Internet Explorer and enable add-ons from Adobe. You will need to restart Internet Explorer after performing this action.

There is a check box labeled as: Do not show this message again.

When I go into the Manage Add-ons in Internet Explorer not only are the Adobe add-ons already enabled but everything shown there is enabled.
