Allright, so here's my issue.

I log in to Windows XP on an account that is part of the administrator group, I try to install Catalyst Drivers for ATI and also Adobe Photoshop CS. Both times the programs tell me that I do not have administrator privleges to install these programs. However, I am a administrator. I do not know where to look or what I need to change to make sure this doesnt happen again. I have right clicked under "My computer" and hit Manage to make sure that I am an admin. What am I missing?

On a related note, trying to install Net Framework 2.0, I get error messages 1406 that states that the installation cannot write value to certain registry keys..and this causes the installation to not complete. Are the two related somehow? Any help is appreciated. Thanks..

If I had to guess I'd say the permissions for your registry is all out of whack. Check out the registry and check the permissions for each set of keys like HKLM, HKLU etc. Just right click on each one and then got to permissions. Again if I had to guess I'd say that the Group or user names have either been deleted or the permissions have been changed.

I'd also scan your computer for any spyware/viruses as typically that is a result of a spyware/virus infection.
