Admin Control Program?

Is there a program that I can put on my g/f's family computer that would let me lock certain actions like deleting system files, installing programs from the web, and anything else that would basically ruin a computer?

I'm sick of fixing this thing.

Make them a Limited-class account and password-protect all the Computer Administrator-level accounts perhaps? You may need to do some NTFS Security adjustments for games and stuff to work properly. If it's WinXP Professional, you could do that without booting into Safe Mode and therefore could probably do it via Remote Assistance.

check all the security policies in the admin tools, you can change certain things to only work for an administrator,i dont know about deleting system files
