Adjustments to any in-game settings have no effect

Well, basically, every game I play looks really bad, and changing the in-game settings does nothing. This includes BF2, Oblivion, etc. No 3D game I've played has escaped this. At first, I thought it might be my Nvidia video card drivers conflicting with my ATI motherboard drivers, but I uninstalled the motherboard drivers and left them at Windows default, with no change. I've used Nvidia's latest official WinXP 32-bit driver, their latest official beta driver, and currently I'm using some WinXP 32-bit drivers that were leaked somewhere - they're 1xx.xx something...Not one of the 9x.xx versions.

If anyone has any idea what's going on or if you need more information, please reply. My system specs are in the link in my sig.
 
I know that. It's so weird... I can only change the resolution, but none of the other settings beyond the default, no matter what is selected in the in-game menu.
