Adding User Licenses to Windows 2000 Server

I see Windows 2000 Server with 5user License. Can you just pay more for extra users or do you have to go to a per CPU license?

I'm setting up a farm with 15 Windows 2000 Server machines and they all need to be able to talk to each other, legally.
