We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. I got places on the menu bar by right clicking on the bar and hitting "Add New Item", there is a list of items to add, one of them being places. Unfortunately, there isn't an option for "System."

Likely because Xubuntu doesn't have all of the system menu features availabe in gnome for ubuntu.
if theres something you wish to use frequently you can just edit your app list, but iirc *that* has a system folder already that includes the best youre going to get with xubuntu. for other stuff youll have to find out the package name and install it with apt.
