ICS will not work with Win98 FE.

<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<
Main differences:

Windows 98 (also known as Win98 FE (first edition), Win98 Gold):

IE 4.02

DirectX 5

Windows 98 SE:

IE 5

DirectX 6.1,

More updated and complete driver library with WDM (Windows Driver Model) Support

Better USB support

System security updates

Y2K Updates
Internet Connection Sharing (ICS).

You can bring Win98FE up to near Win98SE level by installing most of the updates available on Windows Update.

The only thing not really available for download that will effectively make Win98 First Edition into Win98 Second Edition is the Internet Connection Sharing. ICS is not available for download.

He is either going to have to upgrade to SE or use a proxy. If wingate is not a option have a look at analogX.
Here it is free.
