Adding Favorites BUTTON/Drop Down Box to IE10?

Is there a way to add the favorites button/drop down box in IE10? I am still using IE8, upgraded to 10 and could not figure out how to add that button. Find it really convienent. Thanks

Right click in the empty area next to the tab on the top of the browser. Click favorites bar. Then you can drag any page to your new favorite bar anytime.
 
Looking for the favorites button, not the actual bar. The button above was on ie8, you click it, and a drop down box with your favorites pops up with a scroll bar to scroll through favorites instead of using the mouse and hovering over the window and taking half a day to get to the bottom =)
