Adding a 2nd 15in monitor - won't display screen for 15 minutes

When I add this 15in CRT monitor and "Extend my monitor onto windows desktop", it will initially render no video, but after 15 minutes, the pixels will slowly light up and within 20 minutes I will have a perfect display. However when I run a game on the primary screen and it goes black, the 2nd monitor will go black the entire time I'm in the game, and when I come back to windows, same thing, black for 15 minutes, then pixels slowly light up, and i'm back in action...

the same thing happens when I power off the monitor and power it back on...

note: have already tested a different 15in monitor on an old Trio V+ card and it works fine (have a GeForce3 Ti 200 on my primary 17in Sony Trinitron)

Does anyone have a clue what might be going on here?

update - have figured out the nature of the problem but still without an answer

It's the monitor. My 17" LCD has display error at refresh rate of 60, but it's fine at other refresh rates. I thought it's graphic card or software, took me a while to realize it's the monitor as my other LCD displayed just fine. You can try to find newer driver for the monitor, unfortuantely for me, my 17" LCD has only generic driver avaiable.
