Add/Remove Programs Icons in Control Panel Inconsistent

Why are the program icons in add/remove programs in the control panel inconsistent? Sometimes they have the generic "installer" icon or the old ".exe" icon and sometimes the correct one? I've noticed this on 98 and Win2K and on several different computers.
