Add/Remove Programs Empty

Here's an interesting problem I'm having in Windows XP (SP3).

When I load up add/remove programs, it's empty. There's no list.

I can't figure out why, or how to reverse it.

If I run another program, such as CCleaner, the uninstall information is intact for all my programs and I'm able to uninstall.

I checked the registry and under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall all the programs are listed.

I've run the SFC and it came up with nothing.

I've run a registry repair/fix program and it didn't fix it.

I've run REGSVR32 APPWIZ.CPL as well.

Any other ideas?
 
A couple of years ago, I saw a couple of PCs (XP Professional) that woudn't populate their "Add/Remove Programs" list. The solution turned out to be installing the latest ATI video drivers. Don't ask me why. It was a "known" issue and I found that solution (which worked) on a Forum somewhere.
