ADATA S511 with WEI of 7.5 then 5.9

I have a new build. When I started, I put the OS on the SSD, and with eh fresh install I got a WEI for disks of 7.5.

After adding data drives (150GB Raptor, 2 TB WD Green and a 1 TB Maxtor - all SATA II), my WEI is now 5.9.

My question is - with my OS all on the SSD (even a small pagefile), why is my WEI factoring all drives?
