Adaptive power mode

My 9800GTX+ won't go into low power mode. I'm using windows 7 and in the nv control panel, I have it set to adaptive. What do I do? Is there a windows 7 setting that's required to be changed from default or what?
 
I don't own an nVidia card so I'm shootin' from the hip here. Is there a way to manually specify 2D and 3D clocks? If you can't fix the problem, would a workaround be acceptable? I've heard rivatuner is a popular app among nVidia users for that type of thing.
