Ad-Sense/Ad-Words Question

So, I'm wondering if anyone knows of an adwords mechanism that would trigger a review by an actual person at Google whenever an ad suddenly jumped in performance beyond a certain threshold. The Googler could then pick specific ads that are even more contextually relevant, and charge a premium for those placements.

My thought is like this:

Lets say there is some middling blog that has been getting like $.10/wk in ad revenue. If that blog suddenly gets to the front page of Digg or something, and all of a sudden the traffic and/or click through rate skyrockets for a few days.

What would stop Google from marketing a special placement type for sites that are getting abnormally high volume?

I use adsense, but I'm not familliar with adwords, so forgive me if this idea is either dumb or already part of the program...

Your questions is tad confusing but I'll do my best. Adwords bidding is done for the most part on a keyword basis, not a site basis. It is possible to bid only on a specific site, but unless your site is huge you are only to get keyword bids.
