ActiveX Security In Windows

Im trying to repair my friends computer.
When i start it up it gives me a message dialog windows that says

"your current security settings prevent you from running activex scripts on this page"

and when this happens , i cant see nortons active menus and so on and so forth in order to do a virus scan.

how would I go about "disabling activex temporarily" in windows ?

Or just check msconfig for some suspicious startups
