Active X not inabled

I try and join ubi.com to play GR and it keeps telling me that my security settings do not allow active x to be run on this site. Now I've gone into my IE settings and enabled all active x settings and yet it's still the same problem. And I not going into the correct spot? Is there somewhere else to set up active x controls?
 
Its not the active X settings. Its the internet Security settings. right click IE/properties. Then adjest the security setting to accept active X.

Yes i know this, what I am saying is even with all of those options enabled for internet, local, trusted and restricted it still says active X is not enabled. I was hoping someone could tell me of another place to look in XP like the registry or something.
 
As I said to stinger I've already tried that and it still says that my active X is disabled, no matter if I enabled all active X controls even the dangerous ones.
