Its probably a simple solution but can't put 1 and 1 together.

There is an application window that when it opens the titlebar is outside the desktop. This program doesn't maximize and most of the info is on the top half on the window. How do I move the window back down to the center of the desktop?

I've run into this problem before and can't remember how I fixed it.

I did a quick search for keyboard shortcuts to center or move the active window, but didn't find anything that seems to work.

right click the taskbar icon and select move. then click one of the keyboard arrow keys and after that the window will move with the mouse and you can move it to the right place.

When the window is active, you can hit ALT, then spacebar, then X to maximize the window, if possible. This should give you the default options to move, resise, and restore the window using the Titlebar on top or using the 3 buttons on the right.

Alt and then spacebar (not at the same time) will give you the options to play with the Window. R is restore and N is minimize.

...I hope I'm making this somewhat clear.

alt spacebar, M... that puts it in move mode. hit an arrow key, and it will start to follow your mouse.
