Active Window on mouseover

My sister's computer has a problem where the whatever the mouse pointer is over becomes the active window (including the desktop). Although it is kind of neat for a few things, it is annoying overall. Anyone know of any programs/settings that could accomplish this?

tweakUI , which can be downloaded from microsoft, allows you to turn on or off this feature. it's called x-mouse

go into control panel, and if it's installed , just disable x-mouse
