Active Recovery Partition

Toshiba Laptop with Win 7. 64gb SSD. 28gb used. 26gb free.

I have a 4.9gb Active Recovery Partition.

What is it?
Do I need it if I back up to a HDD using EaseUS ToDo and a docking station?
 
I'm not sure if it applies to your case, but laptop vendors have had a habit of creating a hidden bootable partition with custom installation media in it. In effect booting from such partition automatically wipes the other partitions and performs a clean (re)install, producing a Windows setup identical to what it was when the laptop was bought.
