Active Directory - locking down Windows services

Does anyone know if you can use AD to lock down services for a PC? I am wanting to prevent a user from stopping a service from a 3rd party app but I cannot do it from the app itself.
 
Yeah, that probably could be done. Not sure if we can lock down the PCs to that level. I will have to check. Thanks for suggestion though.
