Active Desktop in Windows XP

I have a couple of weather images that I like to keep on my desktop via active desktop. It runs perfectly fine until I restart my computer and XP boots up with active desktop enabled. It seems to take a lot longer to load the OS. It doesn't seem to be lagging my system down or anything, but it's like waiting for a connection. But while it's doing that I cannot access anything on my desktop, it's stuck on the "Welcome" screen for about 30 seconds. Does anyone have some advice to fix this?

I don't have any of the synchronization options enabled, like connect to web page when logging in, or when connecting to LAN, etc.
