Active cooling methods

Hello.
I live in Israel and the temps here are quite ridiculous.
30c+ at all times with HOT wind and high humidity - not what I'd call good for computer hardware.
with stock cooling and a floor ventilator (hehe) pointed at the (open) case I can drop the CPU temp by 10c, however right now it is sitting at 39-41c Idle, and more than 50c while gaming. how much I'm not sure because after I'm done with gaming the temp immediately lowers.

Unfortunately I have no air-conditioning here...

So I'm thinking what are some good active cooling solutions? water cooling is still passive, isn't it...still depends on a radiator, and with my HIGH room temps I'm not sure how good it will be.

EDIT: woops, forgot to mention this is a P4 2.4B.

Any kind of cooling that isn't somewhat dependant on your ambient temps is going to be more expensive than just buying a good window AC unit =)

If you want to put the side panel back on your case try a using a duct. There are picks of mine in the link in my sig.
You could even duct cool air from your floor vent directly in through the duct to your cpu.

the air around here comes in "hot" and "damn hot" variaties.
wish we had central AC cooling, I'd use one opening for the comp.
