What is the difference? If it has the activation code, whats up the license.
 
It's a completely legal version of Windows that will pass all WGA thingies, but it's actually illegal for YOU to purchase. Although, if you buy it and actually get it, you're in the win.
 
License = CD Key to install Windows.
Activation = Process that ensures the license used, was a legit CD Key, instead of a generated/pirated one.
