You may use PayPal to sell items that contain human hair (such as lockets), as well as skulls and skeletons that are used for educational purposes as long as the item is not of Native American origin.

It is a clarification and detailed description of what particular items within those categories are not acceptable because they are illegal, strictly regulated, or governed by federal laws. There is nothing particularly shocking or unusual about that.
