ACK!!...help me fix this HDD Issue

Ok I went to install a HD into a computer and I was going to install XP home edtion. I partitioned the drive from a floppy and rebooted and put the XP cd in the drive.
It started to format the drive and hung at 85% for about 20 minutes. I decided to reboot again and give it a try but now I get nothing.
No on-screen display from the monitor and when I put a boot floppy in the A drive nothing happens (doesn't seem to evven try and access the A drive).

I tried to hold the F8 key and get into some kind of safe mode or something, I can't even get into the bios.

Any suggestions?

Disconnect the HDD
If the computer does start and work OK, try again with the HDD on another position (secondary master, by example)
If not, clear the BIOS. (use instructions printed in your mainboard manual etc). If it wont' start I have no idea what you can do.
If the mainboard is beeping at start, it is usually OK.
