Achievement question: Completion and DLC

I have a question about how the Xbox Live gamertag system determines the set of achievements required for a game to show up on the Completed tab. I've searched around, but maybe I need to improve my phrasing. I'm wondering if anyone knows how the achievement count/gamerscore total is updated when DLC is released, downloaded, or played.

Examples:

Bioshock: 51/1100, I downloaded the free DLC, but I'm not sure if the total increased at that time.
  • Base: 50/1000
  • Ryan Industries Plasmids and Tonics: 1/100

Mass Effect: 46/1050, BDtS included with Platinum edition
  • Base: 45/1000
  • Bring Down the Sky: 1/50
  • Pinnacle Station: 3/150

Marvel Ultimate Alliance 2: 58/1250, even though I didn't download the DLC (and it was removed from the Marketplace for around 6 months)
  • Base: 50/1000
  • Character & Sim Mission Pack: 8/250
 
TBH I'm not sure either. It seems like a couple games include the DLC in the total regardless if you have it or not. And somethimes DLC doesn't add achievements.
 
Thanks for the reply. From reviewing my Game Library, it seems like the GS updates are usually in the patches, and occasionally in the DLC itself. I noticed the difference for ME because I didn't want to buy Pinnacle Station, given its poor reviews.
 
Yeah, if you don't play a game after the DLC comes out and you have all 1000, it will show on your complete list, but if you play even without the DLC is won't show complete. It kinda sucks because I have several games that I finished but didn't get the DLC so it doesn't show complete.
 
They must have let them be the exception because companies have stated before they aren't allowed to add achievements unless it is with paid DLC.
Fallout 3 is the same way. I got all 1000 points for the base game, and I never bought any DLC. Now my achievements for the game say 1000/1550. Dragon Age: Origins is similar.
