Seems like a solid deal, if dated processor. (Whoo, 7th-Gen 4C/4T now being "dated". Talk about progress!)

Btw, for those not in the know, the 8th-Gen i3-8100 is semi-equivalent / faster, and those PCs are also regularly $350+ on sale, though generally with 8GB of RAM and a 1TB HDD.

It's fine for an office PC, and could be turned into a mid / budget-gaming PC, with a GTX 1050ti or even a GTX 1060 with power adapter cable. (The SlickDeals link in the Dell thread, has a link to another site, which has an embedded YT vid from TechDeals, showing how to upgrade it with a GPU and an SSD.)
