Accidently deleted default user account in Netinfo Manager Utility

I don't care about the data in the previous account. But now I cannot log in and I know nothing about Mac OS X. How do I create a new account? The computer has 10.3.9.

Also, are the applications I installed still there if I setup a new account?

I think that by using Single User mode off of the installation disk you can create a new user account. But I have no idea how.

At the very least, consider this a bump.
