Accessing "documents and settings" on a different hard drive.

My computer's Windows installation is hosed. How can I get files from my "Documents and Settings"?

I've tried repair installation - doen't work.
I've tried console recovery mode - access denied when I try to cd "documents and settings"

How can I get into that folder??
