Access to Computer Outside of Router

My computer is behind the router. Its IP is of the form 192.168.0.***. Target computer is connected directly to the same modem that the router is connected to. How can I connect to the target computer that has the IP of the form 10.1.10.***?
 
On the target computer...

Right click the network connection notification icon in the bottom right hand corner of your screen.
Left click "Open Network Connections"
Right click the connection that you are using to connect to the home network and select properties.
Configure the properties of the service that is called Internet Protocol (IP) or IPv4.
Assign an IP address that is on the same subset of numbers that your host computer is on. For example, if your host pc has an IP of 192.168.1.x, you need to have the first 7 numbers as 192.168.1.etc.
Try connecting directly to that IP now with whatever program you are using.
