access to all .exe on all winxp accounts?

i nthe begining i set up my computer with 4 accounts but i really only used the one so everything was installed and set up from that account....now i want to use the other accounts and i want access to all programs but it continually says that my access is denied..all the user ratings are set as admisistrator so there really should be no restiction....

any help would be great thanks

Are you using NTFS? If so, try loging on as the Administrator and try to ajust your group policy seting and access rights to those files.
On another note, how can I controll which programs can be accessed or even viewed by which accounts even if they are not Administrators as well as controll the aperance of the default account aperance, meaning that when I create a new account I want it to look a specific way at least when first created, the theme, the icon positioning as well as which icons apear and which don't.
