I am blocking all internet traffic except for certain MAC addresses. Users with the WEP key are still able to connect to the router, however. Are these users in any way able to bypass the access restriction?

You are not blocking 'internet' traffic by MAC, but I'm going to guess you meant to say "wireless" traffic by blocking MAC addresses except for a few you allow.

WEP is easily cracked.
MAC filtering is easily spoofed.

You need to implement WPA or better yet WPA2, with a strong paraphrase, that does not contain words found in a dictionary, plus a mix of upper/lower case, numeric and symbols.

That isn't what I asked at all. There is a big difference between blocking connections to the router itself, and blocking internet traffic.

What I am asking is, is there any way for a user to bypass the access restriction (not the wireless filter)?

as said, it's easy to pick out teh MAC addresses of wifi connections

if someone spoofs one of those MAC addresses, the user can then bypass the access restrictinos
