"access denied" in DOS -- can't install windows

I am trying to install XP on my laptop. Put in a new hard drive because the old one took a crap. It goes through the install, and then gives me the "hal.dll" error. I can't perform any of the fixes though because I can't write to my C:\ drive! I can't even CD to the C:\windows directory (this is in windows recovery mode, by the way).

Any hints?

In 2 of the corners of the disk there are sqaure holes. One of them has a little switch that can be opened or closed to prevent you from being able to write to the disk. Close the switch.

Where did the new hard drive come from - is it a brand new drive or has it been used in another system and if so, what operating system was on it and was it formatted FAT32 or NTFS ?

Edit: What brand of lapto is this. Is the XP CD you have a full install version of Windows or is it just some type of recover CD ?
