Access closes but process still remains

Using Access 2000 here at work. One of the users has an access form they open and fill out for whatever it they do.

If they close access when done the screen goes away like it closed, but if you try to open the file again via double clicking the file, it won't open. You can open access and then open the file through it that way.

task manager shows that MSACCESS.EXE is still running. If I end that process, i can then go back in and open the access file.

what is causing this and how can i fix it?

If you have not already done so, I would first try to repair/re-install MS Access on the computer. It sounds like there may be a corrupted program file in Access, particularly if this does not happen with any other application.

ran the office repair - problem still remains
completely uninstalled and reinstalled office - problem still remains

i have no idea what to do next.
