Accelero X2 and X1800XT 512mb

Idle temps are around 60c and load are 80c(or little over). I was expecting at least 10-15c drop on each. Granted at 80c the fan is quiet compared to stock but I expected much better cooling. I also used AS Ceramique paste.

I use RivaTuner to run my fan speed @ 100% upon booting into Windows. My idle temps are about 52C (room temp is around 75F) and load is roughly 68-71C according to the RivaTuner logs. I work in AutoCAD daily so my card gets a pretty heavy workout. How did you apply the paste to the core? I put a small rice sized amount in the middle of the corner then spead evenly with a credit card toward each corner. I felt this would give the best results since you can't "twist" the HSF once it's seated like you can with a CPU.

I put a small amount in the middle and spread it out using plastic over my pointing finger. It was thin layer. Just thick enough you couldn't see the core. Will ATI tool adjust the fan to 100% at startup?

No you need to set it up yourself. It can also set the fan at 100% once it hits a certain temp. And what's the fan % at right now?

Riva tuner will set it at 100% at start up. Best is to use ati tool to get the bios, modify the bios with rabit and flash it with winflash. Than set in the bios at 100%.

Set it to 100% little while ago. Temps dropped to around 50c or little over which is about what I expected. Thx all. I really don't want to flash the BIOS as I don't want to risk killing the card.

Lots of us have flashed the bios without issue. Not sure if there is much of a risk - as you are modifying the bios that came with your card.
