Accelero S1 vs. HIS ICEQ3

So I am looking at getting a HD3850 and was wondering about cooling. I could get a 256mb version for $175 and the HIS 512mb ICEQ3 version for $200. Is the accelero S1 sufficient to cool a 3850 passively if I have very good airflow in my case? Also, is the ICEQ3 cooling system quiet enough to make it worth it to stick with that and the 512mb version of the card. Thanks.

my prices are from shopbot.ca, so they are probably the lowest I can find.

I just purchased the 3870 turbo edition from HIS for 225$ at NCIXUS. Well at least it was labeled turbo when I purchased it. I purchased the ICEQ3 because it shoots the air out the back of the case along with being quiet.
