AC Compressor running almost 14 volts

I just checked the voltage on my ac compressor to see if the clutch was bad and its getting power and i just replaced the fuses and relays connecting to it as well as getting my ac system recharged but no ac. Is 13.7 volts too high to be going into the compressor?
 
If a shop did the recharge, they should have confirmed it operated properly afterwards.

When you turn the A/C on, notice whether the clutch engages and starts spinning the compressor.

What vehicle, how old and how many miles and what climate?

If everything else seems to be working then I'd investigate whether you might have a broken blend door/actuator.
