The lower quality ones tend to make some strange noises at different power states. It usually isn't something to worry about, except it may die on you prematurely.

The buzzing is likely from one of the electronic components inside the brick that isn't glued down very well. Often items like Coils and Transformers will vibrate causing noise. So manufactures tend to glue them down to help prevent noise. If it wasn't glued well you'll hear them.

As long as it works, you can ignore the buzz - nothing you can do about it anyway unless there is some sort of warranty. (Which I doubt.) If and when it fails, replace it.
