Abuse Info for IP Address

Hi all, hopefully someone can help me with this one and I have posted this in the right forum. If this is not int the right forum, please feel free to move.

Got a spammer on a forum from a static ip address in the below range:
87.226.0.0 - 87.226.127.255

The ip range is out of Latvia (Riga). I have already attempted to look up info at completewhois.com and dnsstuff.com.

Does anyone have any idea. Thanks in advance. 🙂
 
What, exactly, are you going to do to a Latvian. They're from Latvia for fvck's sake -- they lived under the Iron Curtain of oppression for years. Unless you are going to fly there and drop kick them in the face I don't think they care. I doubt their ISP cares. Hell, it is probably a village ISP or their grandfather runs it or something. This is L-A-T-V-I-A we are talking about. L-A-T-V-I-A!!!
