absolutely no power to MOBO

Hey everybody I'm working on a system now and for some reason I can't get any power to my motherboard. I've swapped out PSUs already, tried different and also plugs.

Whenever I try out something new and I click the on switch on the power supply nothing gets that little jolt(like a fan spinning up for a split second and my NIC won't turn on).

Is there something I'm missing... I'm using a PC Chips motherboard and a 400 watt PSU, any other stats you need don't hesitate to ask.
