Wouldn't it be an improvement to make one that allowed playing any card you want from your deck, and remove that element of the game?

You mean remove the RNG? I could see where in some cases the same person would always win.

p2w is a separate issue. That's about how you get cards.

It wouldn't be 'same person' because different approaches could need different responses.
