OK, thanks to everyone who helped me the past few days.
Here is what I think I have decided on:

(AMD XP 2500, probably oc sometime)

Cheiftec al. Server Chasis pics $70 (uh, big is good)

EnerMax 350W $47 (need reliabilty)

SK-7 + variable YS tech case fan + ASIII $34 total

NMB 80mm Case Fan, Med RPM, 3pin $2x3 $6 (replacing included case fans)

3pin-4pin Adapert w/seperate RPM cable $1.50x$3 $4.50 (hooking up to psu rather than mobo, sound ok?)



 
Yeah, I know. I was just going to run 3 for now. If it gets to hot I'll throw the cheap case fans in till I can afford some more quiet ones.
How's that hsf combo look?
 
Great choice in heatsinks and fans. Nice setup over all I doubt you'll have any problems with cooling.
