It's the first time I'm using one of these... the mighty DEEP COOL AG400 PLUS
It consumes 220W as far as I know, WOW!

questions are
HOW MUCH WATTAGE WOULD I NEED FOR THIS BUILD?

WOULD YOU RECOMMEND A SPECIFIC PSU IN PARTICULAR FOR THIS BUILD?

i5 9600KF
ASUS H310 PRIME H310M-AT R2.0
DEEP COOL AG400 PLUS
AMD RX 5700 XT
A CASE WITH 3 FANS
RANDOM 1TB M2
16x2 DDR4 RAM

That CPU cooler doesn't consume 220W. It can dissipate 220W of heat from the CPU.

You can plug your components into www.pcpartpicker.com and it will tell you how much power the PC will use but a 650W is likely fine for that build.
