? about memory timings

so if you use memory that is rated for higher, like

and you clock it at a lower speed like 1866, can i assume to get better timings than what it is rated for at a higher frequency??

...I'm looking for a good 8gig memory kit at least 1866 for a llano amd 3870k chip set.
.. would it be better to have MORE slower ram? For instance 16gigs of patriot high latancy ram vs., 8gigs set of tighter timings?

Looking at these cruial ballistic set too.

Adding a machine to my arsenal, something so friends and girl friend can play Swtor with me, i wont be so anti social that way. Tera, skyrim, etc. in my future.

So far I got 3870k amd chip, 6670 asus card - turks XT : should crossfire, got this cool case A30 thermaltake http://www.thermaltakeusa.com/Product.aspx?C=1466&ID=1989#Tab2, a hard drive and DVD player. Need a good power supply.

Plan on later BLU-Ray, and now i need a good cooler thats under 90mm/3.5inches to fit in it, and the RAM of course. Figured Bluetooth MX5500 logitech and ill be able to game in my living room!

Hopefully one day in the future, i can use my tablet to remote control this unit under win8, wish ful thinking.
 
I'd say that timings don't matter too much but when I've run LinX and compared the GFlops the tighter timings seem to be pushing more GFLops.. it's not a scientific perspective but ...

* Tighter timings are guaranteed by simply running at a slower clock rate.
